Panel Discussion: The European Digital Sovereignty in Action

During the recent NexusForum2024 Summit, experts discussed Europe’s path to achieving digital sovereignty. The main focus was on technological autonomy as a key pillar of a sustainable and inclusive digital future. They reflected on how digital sovereignty impacts not only technological and financial independence but also protects the fundamental rights of citizens within Europe’s democratic framework. The agreed plan for achieving this vision is collaboration across public and private sectors, and to align efforts in research, innovation, regulation, and policy.

Some key takaways from the panel discussion for achieving Europe’s digital autonomy include:

  1. Technological Infrastructure and Innovation – Europe must invest in emerging technologies (e.g., AI, quantum computing), develop domestic manufacturing capabilities, and secure resilient communication networks like 5G/6G.
  2. Data Governance and Control – Strengthening data localisation, privacy laws, and data-sharing protocols between public and private sectors is essential for fostering trust and innovation.
  3. Digital Skills and Talent Development – Europe must enhance digital literacy, attract and retain tech talent, and ensure digital inclusion for all citizens.
  4. Regulatory Framework and International Cooperation – A harmonised regulatory environment across Europe and strategic international partnerships will promote secure data sharing, cybersecurity, and digital trade.

The discussions highlighted the importance of open-source software (OSS) and hardware, alongside open data, in achieving digital autonomy. They foster innovation, collaboration, cost-effectiveness, and security while reducing reliance on non-European providers. Europe must also focus on open-source ecosystems that empower SMEs and startups, promoting interoperability and transparency.

The panel stressed the need for stronger cooperation across all stakeholders, faster commercialisation of research outcomes, and more accessible strategic technologies for SMEs. Priorities include harmonising regulations, simplifying bureaucracy, and increasing investments in critical technologies to ensure Europe’s competitiveness and digital sovereignty.
